Why will some HEIC photos not open?
Decoding depends on browser and library support for the specific file. Some HDR or unusual HEVC profiles are unsupported. This tool does not create HEIC files.

No. File contents are processed in your browser. The site, codecs and any required models still need to load over the network; local results depend on your device and browser.
